2000 Yamaha YZF-R6 "motorcycle headlight dim" Questions

the left headlight does not work when on dim and i just replaced the bulbs they both worrk on bright I thought that was normal one on is low beam both is high beam ???

headlight is taken out everything works fine, just obviously no running lights so no night riding if i put the fuse back in i have normal blinkers but no brake lights and the tail light has the normal
