1987 Toyota 4Runner "camry dash lights fuse" Questions

THAT MAKES THE DASH LIGHTS BRIGHT & DIM. REPLACE OR BYPASS IT. i have head lights and brake lights. but i dont have running lights or dash lights. what is causing that? my car is a 91 toyota camry
