1999 Volvo C70 "drivers seat belt stuck" Questions

...seat belt is stuck. Feels like the locking mechanism is stuck possibley due to water and icing up. Anybody have a diagram and/or suggestion? If it's iced up, try a hairdryer or some rubbing
