Razor MX500 Dirt Rocket "missing throttle fuse" Questions

missing fuses obviously it won't run. When you turn it on does the green light on the throttle come on? if you have a voltmeter that would help. Are you sure the charger is good? if so you want to see

throttle. i opened the battery case and found that there were only 2 wires coming from the charger port, both running to the same plastic connector. the photos of a replacement charger port all show 3
