SOURCE: Hot Water Heater in 1991 Pace Arrow RV is not working
If you look on the outside of the RV, you will find the vent for the water heater behind and access door. There usually is a drain plug and valve located as well. Generally they will be tucked away under the kitchen sink area with internal access as well. You will need to find where the valve that shuts the water off to the unit is and turn it on. Most times the water heater is either electric or propane. But sometimes they are only propane. Once your find the access door, you will know where the water heater is. You can also contact Fleetwood who makes the Pace Arrow to see if they have any information on your unit. Usually your unit info or trim number will be located on a little plaque right by the entrance to the RV. You will need this when you contact them. Hope this helps.

You have a cracked dip tube. Part at hd is under 10 dollars. Remove and replace via cold water inlet side top of water heater. Degree of labor skill 1-10 = 8.

Here are 2 manuals that should help you in troubleshooting your RV hot water problem.
Multiple times there is a ref. to resetting the reset switch for 30 seconds on the unit (cover removal required)

Normal causes for that would be by-pass valve not in proper position, or defective, allowing cold to mix with hot, or thermostat not touching up against tank properly, or defective. Do you know where that thermostat is?
Look where the black foam cover is, with white letters, below pressure relief valve. One is lettered ECO, other THERM. If you note where the wires go, so as not to mix them up , and pull them off, then peel back the foam cover, you'll see 2 little round discs, that are held against the tank by a small spring. They need to be checked that they are in there properly and are up against the aluminum tank.
