Either the float is sticking, when it is running use the back of a screwdriver and rap the bowl and see if this helps, or the jets need adjusted, start with the right one first, turn in untill the motor starts to lag then open it up untill the rpm stops climbing, do the same with the left one also, see if this helps. let me know.
When a carburetor equipped engine is running rich it can be caused by several potential problems.
If the air cleaner is plugged, it will run rich.
If the choke is adjusted wrong, it will run rich.
If the float is adjusted wrong or is damaged, it will run rich.
If the jets have been replaced with jets that are too large, it will run rich.
If the idle jets have not been adjusted properly, it will IDLE rich, but it could run right when you get going.
If the accelerator pump leaks, it will run rich.
