Wneh you fit new rings be sure to scour the cylinder bore with a rotary wire brush in the chuck of an electric drill, otherwise the rings won't seat correctly and it may burn oil and lose compression. Treat as a new engine and run the rings in.

Sounds like you have some rings broke. Does it smoke when running. Broke rings especially the oil ring lets oil get out of the crank case and run out the exhaust and carburetor. This oil is burning with the gas and burns very poorly, also you have probably lost most of the compression which will make it run poorly. If you are mechanically inclined you can replace the rings fairly cheep. Of course you will have to tear it all the way down to get the piston out. Don't run it again because you are running the risk of scoring both the piston and the block. This of course will ruin the engine. You have a major problem but you can almost buy a new motor for what most repair shops will charge you to fix it. I would looking around at some of the small engine repair shops for a used engine. Sorry no good news but it is not an uncommon problem. I have two 10 HP that I am going to have to put rings in myself.

Sounds like the car has very high milage and is experiencing blow by. Blow by is caused by fuel blowing past the piston rings because piston rings are worn from high milage. It could have a broke piston ring. If thats the case, when you take the oil cap off while the engine is running, there will be an excessive amount of air blowing out of the crank case. Engine would also run bad and have a dead miss on the cylinder with the broke ring.
This blower is fuel sensitive! Gas and oil mixture has to be correct. Too much oil will cause carbon buildup in the cylinder. In my case my blower would not start after several uses this season. I checked EVERYTHING....spark, fuel delivery, air filter.....then checked the flywheel which has no separate key....the key is cast into the flywheel. Read somewhere about the carbon buildup so took the cylinder off and viola! The piston ring was firmly stuck in the piston groove plus the cylinder was carbon scored. I tried to gently pry the piston ring free but it was so firmly stuck, it broke. Not worth fixing. Take the muffler off and you will be able to see the piston ring....use a small pick or something to see if the ring is free. If not, proceed to tear down or throw out. I was able to see scoring on the piston and determine my ring was stuck this way. Remember the elements needed for successful ignition...fuel/air...spark....compression. Stuck ring = low compression. The last time you ran the blower the ring became stuck...the engine continued to run because of the engine rpm's but when you try to start at low RPM's, no luck.
look inside where you took off muffler look at piston ring & piston & also cylinder wall if scarred & pitted then the engine will not start needs to be rebuilt with new ring,piston,cylinder head you might have also broke the flywheel key if its broke you will get a spart but weak & also will not start because timing is off it will act like it wants to but wont
