To begin with, there is no relay for the brake light. That thing you hear clicking is a circuit breaker. You probably have a short circuit between the rear brake light switch underneath the bike and the brake light itself. If the tail lights work, then you know what circuit is ok.
Look at your rear brake master cylinder. Find the metal line coming out of it going to the rear of the bike. In that line, under the bike, you'll find a pressure switch. This is the rear brake light switch. The front brake light switch is located in the right side handlebar switch housing. If neither switch works the brake light, odds are you have a short circuit in the wiring from the rear brake light switch to the rear brake light itself.

The relay?
Ok , On the Left Side is A Cover Just Below The Operator's Seat. Held in P;ace with 3 press in Pins. If you have Side Saddle Bags, Take the Left one off to have Access to Gently Pull This Cover off. Then you will see Fuse Cluster. Take
This Location for Starter Relay, Fuses. ETC. Also Minture 15 and 10 AMP Fuses Like 1999 Ford Truck F150 XLT Uses. When Checking my Loos /Broke wire for my Tachometer the Brown wire with black minus mark grounded and blowed 15 amp fuse
Yes, I Repaired My Broken Wire that some spliced with out crimp the "****" Connector Securely, Also Used Heat Shrink over my connector. FYI.
To your issue...Check all connections and the Brake Light Switch. With a Tester. you should have 12vdc on one terminal and without Brake Pedal Pressed No Voltage on the other one. Have someone to press and hold foot brake down to check the other terminal..Should have 12-13.8 vdc if you are getting Power on the oter side of this Brake Light Switch. If not, Replace or take a wet/ DRY Vacuum cleaner. Remove that Pressure switch and Vacuum that out . clean inside with Brake spray Cleaner. Re-Vacuum then Re-install. May work if issue is at this Brake Light Switch having -2 Terminals. Hopes This Helps.
