Probably should check to see if there is power going down threw the small wire on the starter solenoid when the key is turned to the start position, that be a good place to start. Double check the battery cables, make sure they are in good shape, clean and tight. If there is no power to the small wire on the starter solenoid, it may be the starter relay, or even an ignition switch.

The main fuse for the motorcycle is located on the starter solenoid. Follow the positive battery cable from the battery to the starter solenoid under the right side cover below the seat. There is a flat 30 amp push fuse located in the top of the solenoid. Fuse part #24 on starter solenoid part #5 is what you need to change.

30 amp fuse located at the starter solenoide, follow battery lead from the poss side of the battery untill you reach the solenoide here you will find a 30 amp fuse under. A cover, try this worth a look
When you say "the fuses at the relay", I'm taking that to mean the system fuses located behind the left crankcase cover just aft of the coolant reservior. Have you checked the main 30 amp fuse located under the saddle? There should be two 30 amp fuses under the saddle; one is a spare, the other is active. If the main fuse blows out, nothing will work.
Underhood fuse block swap out relay #7 thats the ECM relay. Ground Circuits Using a DVOM, touch negative voltmeter lead to a good ground. Touch positive voltmeter lead to each ground terminal. With vehicle running, voltmeter should indicate less than one volt. If reading is greater than one volt, check for open, corrosion and loose connection on ground lead. See ECM GROUND LOCATION table for ECM ground location. Page 1 of 1 SYSTEM/COMPONENT TESTS - 2.6L EFI -1994 Isuzu Rodeo
