Wherw can I find parts for this bike and if its not the right one can you list me all the kawasaki ninja GPX and GPZ between the years of 1988 and 1993 that are GPZ 400 and GPX 400. Thank you

Your problem is that your valves are not properly adjusted; had the same problem on my 1985 Ninja 600 - the colder the ambient temperature got the harder it was to start. After a valve adjustment it fired right up even in freezing temperatures very reliably.
It really depends on the anual mileage you do and riding conditions. On average once a year is about right with normal oil,tyres etc checks in between.
Dead/weak battery. have the battery tested and if that is ok, your regulator/rectifier (bikes version of an alternator for cars) may be going bad and would need to be checked as well. If you take it tot he dealership they can/will test both items and give you an estiate for repair.
RdDecals.com in Canada has complete sets or individual sticker pairs including pinstripes for the US Ninja version, but not the GPZ. So, with one of these kits, you could get all of the right stickers except the GPZ (comes with Ninja) stickers on the upper cowl, and the 1000RX for the belly pan (comes with 1000R). They have stickers for other older Kawasaki's as well.
put the bike in neutral, find where the positive wire is bolted to the starter, hook a jumper cable to the positive terminal on the battery and with the ignition on, touch the other end to the positive bolt on the starter. if the starter works, then its likely your kill switch is malfunctioning. take it apart if necessary clean or replace... hope this helps.
