To remove the starter on you Softail, first disconnect the negative side of the battery.

Then drain the primary and remove any footboards, shifters, ect. so that you can get the outer primary cover off. Once the cover is off, remove the small bolt that holds the starter jackshaft on and remove the jackshaft. The jackshaft coupling may come out with the jackshaft. Mark which way the coupling goes back in as there is a snap ring on the inside that is not in the center.

Now, go to the right side of the bike and remove the exhaust system, and remove the bolts that hold the oil in. Do not take the tank out but you need to be able to lift the tank just a bit. Remove the battery cable from the starter using a 12mm wrench. There are two large bolts that hold the starter into the inner primary, remove these two bolts and unplug the small wire at the top of the solenoid and the starter will come out.

The problem is not in the jackshaft. It's more likely in the "starter clutch", what used to be called a "Bendix". The "clutch" is a one way bearing that locks up and allows the starter to turn the engine but once the engine starts, the clutch unlocks and allows the jackshaft to spin freely.

You do not have to pull the clutch or inner primary to get the starter off. Just drain the primary and remove the outer primary. Take the small the bolt out of the jackshaft and remove the jackshaft. There is a coupling that connect the jackshaft to the starter. Make sure you mark which way this coupling comes out so you can get it back in in the same direction.

On the right side of the bike, you'll have to remove the exhaust system, the battery, and take the bolts out that holds the oil tank. You'll probably have to raise the oil tank a bit on the Softail to get the starter out. The starter is held in by two large bolts that you access from the right side of the bike.

Now, to change the "starter clutch", you'll have to disassemble the starter. It's not difficult but if you are paying someone to remove and reinstall the starter, it would be best to simply replace the starter. If you have to pay someone for the labor time to disassemble the starter and replace the clutch, you'd be cheaper to replace the entire starter.

First, disconnect the battery and take it out of the bike. Then drain and remove the outer primary cover. Once you have that off, you'll have to remove the large nut that holds the compensator sprocket on and take the clutch assembly off. The engine sprocket nut is very tight at 150-165 foot pounds of torque. You'll probably need an air wrench or some way to lock the primary chain so the engine doee not turn while trying to loosen it. To get the clutch assembly off, remove the snap ring and take the clutch adjuster out of the center of the clutch assembly. The mainshaft nut that holds it on is in the hole in the center of the clutch assembly. The nut has LEFT HANDED THREADS. Take the nut off the primary chain adjuster shoe and take the engine sprocket and clutch assembly off all together. Remove the starter jackshaft. Then, on the other side of the bike, you'll probably have to remove at least some of the exhaust system so you can get the starter off. Take the battery cable off the starter and remove the two large socket head bolts to take the starter off. You will have to take the bolts out of the oil tank so that you can raise it just a bit but you shouldn't have to take it off. There is a coupling that the jackshaft fits into on the end of the starter. Mark which way the coupling faces or remember that the counterbored end goes towards the jackshaft. Go back to the left side of the bike and take the four bolts at the engine out and the nuts back at the transmission off. The inner primary should come off at this point.

one jump the starter like u would a chevy at the solinoid at the top of the starter if this works jreplace the stater button at the bars and check the starter relay behind the cover at the oil tank also this particular year eats stater clutches and jackshafts the wiring is the same on this bike thru 94

The starter silinoid is connected to to starter and can't be replaced with out the starter itself when you buy a new starter it'll come with a new silinoid on it pretty expensive too

How to take a starter off a 1995 Harley Davidson heritage softail

Remove the primary cover. Remove the small bolt at the end of the starter. From the right side of the bike, remove the two bolts holding the starter to the back side of the primary housing. This job is much easier if you remove the oil tank to get at the starter bolts, but I have done it with the oil tank in place, by using long ball allen wrenches. Always replace the locking tabs at the end of the starter when replacing the starter, or removing it from the bike for any reason,

You will really need a service manual on this. Remove seat. Remove battery. Remove exhaust system. Drain and remove oil tank. Remove starter leads. Remove starter. Replace. Reinstall above in reverse order of disassembly.Don't forget to put oil back in.
