The right side of my 96 vulcan 1500 seems colder then the left side exhaust

If you modified the exhaust or intake you will have to re jet the carburetors.

How do you know what O2 sensor is out the code was HO2S21 what does the 2 and the 1 at the end represent

Your better of Googling your questions

Everything you need to know about vehicles
& OBD2 Codes, is all over the internet

Need to study OBD 2 Systems (1996 thru 2013)

Oxygen Sensors

S11 is the passenger side-- on the exhaust
before or in the converter
S12 is the driver side exhaust

Both of those are the front or upstream sensors
that control the fuel trim or injector pulse

If you had a S21 or S22 they would be the sensors in the
converter at the outlet

They are called downstream or Monitors

Those don't do a thing until the converter looses
efficiency, then they watch the switching ratio between
the front & rear, to tell you the converter has failed

HO2 --is Heated Oxygen Sensor

11-front sensor-right side (on a Ford)
12-front sensor-left side
21-rear sensor-right side
22-rear sensor-left side

Not all vehicles are numbered the same as a ford

I have a 1996 Vulcan Classic 1500. It has two air cleaners, one on each side. However, the guiy I bought it from said it only needs a filter in the one on the right?? Does anyone know about this?

This is correct. The left side is just for looks. There is only one carburator. make sure your jetted properly if you change exhaust.
keep baffels in for back pressure or you could burn valves.
This bike handles great, but you need to remember that it is a heavy bike and will not stop as quickly as most. You'll find it's purrrrrfect at 50.

How to set timing.

There are two timing marks on the crank. One is for the front cyclinder and the other is for the rear. When you line the front cylinder mark, the front cam has two horizontal lines that line up across the top of the head. Look at the cam lobes and make sure the exhaust lobes will be the next valves to open. Turn the crank and do the same for the rear cylinder. Make sur you remove the cam chain tensioners first and leave any slack in the chain on the tensioner side when installing them around the cams.
