Have a 03 heritage FLSTCI when coming to a stop have to roll throttle or bike will die.will start up again no problem and the speedo/tach combo doesn't work

Sounds like bad fuel, but could be deeper, change fuel and filters, plugs are probably fouled now
take and clean or replace I would replace . Also cheveron gas is the best gas if you have fuel injection & carbs as well , because it has techron . If you have carbs it could be a bad diaphragm

Runs dies out after while. no throttle

You need to post year of bike to get an answer to this. Check the speedo for P codes. Is engine management light coming on (assumes fuel injection)? Will bike start again without turning it off?

Were is the fuel filter located on a harley davidson 1998 heritage softail very sluggish an hard to start wont idle properly an back fires at times

Filter is in the fuel tank attached to the fuel petcock. Check your intake gaskts for an air leak. Get the bike running and squirt some brake clean near the intake seals and see if the bike dies or idle increases, but dont squirt too much to get sucked in the air cleaner. Also check the vacuum lines going from the fuel petcock to the carb for dry rotted or loose connections.

01 heritage. Engine light comes on, odometer goes blank, speedo freezes or goes to zero, bike still runs. Loose connection? Short?

yes thats a good place to start-always check wiring 1st-sometimes things that appear normal can be corroded but i think your alternator battery or regulator is failing-test it dew u have a manual!!

How/can you jump start a 2002 Harley Davidson Heritage Classic

easy
put the bike in gear, rock it backwards to off set the pistons; the stop at the same level; this gives it direction. the normal jump start.
