If you actually mean the handlebar stem (inserted into the fork column) then you may be missing the expander plug at the bottom of the stem. Sometimes during shipping the box gets squashed resulting in bent forks. Use a scissor car jack or reversable clamp to widen forks to correct width. Use cardboard to protect paintwork. This will work as long as forks are not too badly damaged.
