Hi
Check the main fuse - usually located on the starter solenoid
Check condition of battery & ensure connections are good
Check wiring & connections from battery - to earth point: Check fastness
Check wiring & connections from battery + to starter solenoid and on to Ignition switch then to fuse box

Still got a problem ?

If so get a meter & check the above mentioned wiring for continuity
Check battery voltage & check for power at solenoid & at connections to / from the ignition switch

If that doesn't find the problem then try an Exorcism

When you install anything other than factory parts you're going to have to adjust the fuel/air mixture. It would help to know what year and bike you have.

I have a 2006 Kingpin with stage one. Victory down loads newinfo to onboard engine control modual, for remapping. I am not a big fan. What you need is an independant fuel proccesor, so you can fine tune all the pots. This will really put a smile on your face. Like the saying goes If you wonder why dogs ride with there heads out the window and there tounges hanging out. Ride a stage one Victory. Good luck

THE SPEED SENSOR IS LOCATED AT THE RIGHT SIDE OF THE ENGINE ABOVE THE DRIVE BELT. I HAD THE SAME PROBLEM REPLACING THE SENSOR SOLVED THE PROBLEM.

yes there has been some problems . the newer victory bikes 2004 or newer have been a very good bike.
i cant see buying this bike unless the price is very low.
loan value on this bike is $3200 i wouldnt buy this bike unless you could get it for $2800 or less
