I have a 1999 Suzuki Intruder 1500 LC motorcycle. When the starter button is pushed, the starter drags and the bike will not start. would this have anything to do with the electronic box on the left side of the frame.

An electrical part is worn causing ovrheatn. Ignition parts need to b tests..coil. Plugcables ignition module or components on alternator. Get a clymer or haynesmanual

Is your kill switch on it is located on right side of handbar small red off-on switch

Check the started, it could be 'dragging' and could need bushes replaced and a general service.

I assume the engine is not seized and the battery is charged and good. Push the starter button, if you hear a click from the solenoid the button is good. Now , jump the two cable posts on the starter solenoid. If the starter works you have a bad solenoid. If you push the starter button and tap on the starter with a plastic hammer and the starter works, you need new starter brushes. If anything else in the starter is keeping it from working you need a new starter , the starter parts are not available from the manufacturer.

There appears to be a problem with the starter .. New battery, 'whir' sound when you press the start button ... I suspect the gear is not engaging. Remove the starter if you can ... Otherwise, this might be a job for the shop.

could be a bad connection to the battery or the starter solinoid cant think how to spell it but its where the positive battery wire hooks up

Could be a bad starter push button,poor connection in wiring, bad safety switch.Need to track down with voltmeter if you can.
A good dealer may offer some help if you buy the parts needed from them.

dear sir have your battery tested with a volt meter should read 12.7 volts if batt is good. it sounds like your batt is low on voltage.
