My chassis number is gone. in need of a replacement. is this possible? and how?

I am in Australia and it is possible here. You will need to check with the authorities in your local area to get what is called a surrogate VIN number issued to the bike.
Here in Aussie, this involves initially the Department of Transport, authorising you to go to the Police, who then do background checks to be sure that the bike(or frame) is not stolen. You will probably need proof of purchase for the bike, and a good reason why it has no VIN. Worst case if you have purchased it unregistered, it may be a stolen bike. It may also just be a case of the VIN plate being removed to powder coat the frame.
I know all this becasue I spent 18 months working for the DoT here in Queensland giving advice on problems just like yours.
