There appears to be a problem with the starter .. New battery, 'whir' sound when you press the start button ... I suspect the gear is not engaging. Remove the starter if you can ... Otherwise, this might be a job for the shop.

Thanks for the 4 thumbs up ...
I am having this issue. I am rebuilding my bike. I replaced the fuel filter, oil filter, oil, starter, relay (solenoid), rectifier, cleaned and jetted carburetor, reset the de-compression switch. The owner's manual is telling me the front left plate is where the gear wheels are. The flywheel is behind that plate. Sometimes, it is necessary to get in there and reset the flywheel. You have to drain the oil and remove the foot rest to access the plate. There is a notch "F/T". You are supposed to turn it to the top where there is a notch to line it up. Then turn it one full turn clockwise. While there check the pinion is in good condition. Replace the gasket cover, put in new oil. This should get the starter to engage the flywheel. I will be doing this myself as soon as the gasket cover comes in. I am finding the 98 Suzuki Intruder VT1500 is laced with starter problems. I have learned a lot. Mainly, I'll be getting a different bike after I get this one fixed up. Love how it handles but hate the mechanical work that goes into trouble shooting these...
Good luck!!!

The starter clutch is not engaging. Don't know on the suzuki if this is integral with the starter or not. Best to let the dealer replace it.
