You remove the screw at the back of the seat and then you pull back on the front of seat and lift. There is a slot on the bottem of the seat that attatches it to the frame.

Batteries must be charged at no more than 10% of their rated ah rating. A 2A charger will be fine on a 19Ah battery.

Try removing the Battery and running the Toshiba on the mains charger alone.
I suspect the Toshiba will start up and run fine. If so, it appears that you need to buy a new Battery,

Get one of the smart chargers made by Battery Tender or Yuasa. You can get one of those that look like the power supplies for telephones, "wall warts". or you can get multiple units that charge up to six batteries. They come with "pig tail" wires to permanently connect to your battery making it easy to connect up the charge when you get finished riding. They keep you battery fully charged, extend the life of the battery, and won't overcharge it even leaving it connected continously.
yes, the charge will bleed off just a bit in two or three days, just enough to reset the battery tender. it shouldn't take but a few minutes before the battery is again "topped off" and the green light comes on. But keep in mind that even with a battery tender, age will eventually get to your battery and it'll go bad. The battery tender extends the life of a battery but it can't extend it forever.
You can charge the battery without removing the battery. Find the large cable that comes from the battery where it connects to the starter. Connect you positive charger clamp there. Connect the negative charger clamp to any good frame ground on the bike. You can charge you battery using this method provided you battery charger clamps are not too big.
If you can't do this, you'll have to take the seat off the bike, remove the battery hold down strap, and then move the battery outwards so you can disconnect the negative battery cable.

Remove the seat.
On the lefthand side of the bike is a small bracket that holds the battery into place.
Looking directly at the battery compartment you will find a small nut attached to the bracket.
Remove this then remove the bracket.
Carefully take of any chrome covers and store them somewhere safe.
Next ease the battery forward and remove the two bolts attaching the battery to the bike.
Finally lift it out carefully as not to damage the bike.
Unlock the pillion pad, remove the allen key from under it, then remove the two semi circular grommets at the rear of the riders seat. This will expose the two fixings that hold the seat in position, they can now be undone with the allen key.
