Sluggish in low down revs she hav been sat up for a few months i gave it a blast now i hav this problem n it wont start properly??? any ideas thanks

Ts410 starts and runs but won't rev up properly. If you hit the primer it will then rev up nicely for a few seconds. So I suspect a fuel starvation problem.

If this occurred after the Saw sat a few months then Ethanol gas could have clogged the tiny screen inside the carburetor. The gas could have also dried out the Little 'paper' Fuel meter in the carb.

???.. Have you tried a TINY amount of gas through the carb to see if it will start then? If it does.. you know its fuel/carb related. ( I don't care for starting fluid personally).. Did you accidentally hit the distributor (move it/break something) so the timing is very far off?

Engine hard to start wont idle sometimes wont idle down when shifting or stopsd

Won't idle down: look for dry/rusted/frayed inner throttle cable. Look for sluggish fuel flow from tank for starting problem. May have to clean the carburetor(s) and fuel filter. Are the spark plugs clean and gapped correctly?

I have a 1988 GMC Sierra 1500 thast wont stay running

Use a gage and check proper fuel pressure. With tbi fuel injection, the fuel pressure is 9--13 psi. I have seen fuel injector spray pattern that looked good to me, but, the fuel pressure was half of what it should have been. 5 psi may show a good spray pattern, but, it won't start and run a v8. In my opinion.
Any applicable trouble codes? Your obd1, you should be able to check some codes yourself, if there are any.
