Do you mean the sump plug ??? to let the oil out when you give it a oil change??...if so its on the sump on the bottom of the engine...

That is a link to the service manual for the bike.
You can see what would be affected doing what you are asking, since not fuel injected there are some things you could safely remove, but if the vehicle needs this data for the ignition circuit, then likely you would have to retain the system.
You can research mods and see if upgrading performance includes removing emissions, but if they do not mention it in a performance upgrade there is likely no benefit removing the system.

have you tried turning up the idle on the bike ? its usually on the left hand side just sticking out under or around the area under your set near the side covers and can be turned by using your fingers ,clock wise to increase the revs anti clock wise to decrease the revs?

sounds like a fouled plug or a timing adjustment take out the plugs and look for oil on the plug. if there is oil on the plug clean with degreaser and try it out. If you consistently get oil fouls check valve seals

1996 zx11 getting sprk to one bank only

Hi and welcome to FixYa,

The voltage on the green wire must be pulsating when cranking/starting the bike, not steady. Confirm by similarly testing the voltage on the black wire on the left ignition coil. If the green still reads a constant voltage, then the CDI is faulty; to be more specific, most likely that the switching tansistor inside the CDI that drives the right ignition coil has shorted.
