In 94 most Dodges didn'nt come with a drain plug,to drain the transmission you simply remove the transmission pan and then dump it out. This is a messy job so get a large drain pan and leave two bolts finger tight as you lower one end or the other to let some out before completely removing the pan.

My 1996 dodge dakota truck has No power at high RPMs.

You did not mention whether it is automatic or standard transmission. If it is an automatic drain and replace the filter and fluid of the transmission. If that doesn't work then you need to tight the bans. For a standard your clutch could be worn out. Good Luck

94 Dodge Dakota V6 manual transmission will not crank over

Most likely to be one of two things: a bad ignition switch or a blown starter fuse. I think at the front left side of the engine there is a relay box on top of the engine, inside this is a 40amp fuse for the starter. Replace this. (It may be in a different location on a '94 - check your owner's manual) Wiring harness faults at the steering column is a common problem with Dakotas and these can develop a short circuit that will blow out the starter fuse. You may want to carry around a spare fuse with you.
