Probably not harmonic balancer,but check it for wobbling. The V6 Mustangs had lots of bad crank pulleys replaced.

I'd remove the triangle panel on the bars to see if it goes, if not the plastic around the clocks sometimes makes a noise too. If its the handlebar plastic to fault put a piece of blue tack under it, around the clocks may need to wedge something between the faring and clocks.
I'm not sure but sounds like you might have a few vacum lines that are rotted and sucking air in them. I would start checking all your vacum lines to start with. good luck
it could be a few different things-imbalanced cylinders to some harmonic symtom-u could put it on a dynameter which analysers just about everything-$$$ or give paul tuetel a holler
