check the compression,ignition and the carburetor.These are the three things an engine needs to run.If you have compression(put your thumb on the spark plug hole,spark plug removed,operate the starter.If the compression blows off the thumb of the spark plug hole,it is adequate for the engine to run).Try priming the engine(put small amount of gas in the cylinder)and start the engine .If the engine only runs the fuel you put inside you have a fuel delivery problem to find and fix.

has gas, just changed oil. Did not check compression, or plug or starting fluid...it cranks, no problem with start cord "lock". Ran well recently but has started getting harder to start...more pulls...and now won't start at all.
Actually, changed plug, cleaned air filter (without improvement) but then re-gapped rocker arms and it started first try. Thanks for your help.
Ok, try this first - get a can of starter fluid, it's basically ether in an aerosol can, and spray a little into the carburetor, crank it and see if it sputters like it wants to start. If it doesn't, we will have to check spark and compression. You will need a spark checker and a compression checker to do these but don't worry, most auto parts stores have loaner tool programs where you can get these and use them without having to buy them. Try the starting fluid first and tell me what happened, then we'll move on.
Ok, now describe to me in detail what is wrong...something more than just "won't start". Does it have fuel? Can you crank it over or does the start cord "lock" and you can't pull it? Have you checked compression? Have you checked for spark? Have you tried spraying starting fluid into the carburetor and then cranking it? Answering these questions will enable me to help you!
