The ZX14 is not subject to such a failure without some type of instigation. I have repaired many ZX14 that have been in accidents and the forks appear to be stronger than the steering head. This means that the steering head area will bend / break before the forks will. The most common cause for broken steering head is the Wheelie. When the bike comes back down from the wheelie it has very high impact on the steering head. I would suggest a new frame as repairing a broken steering head can be very dangerous.
