50cc 1999 derbi senda

I have a 50cc 1999 derbi senda, i have rebuilt the engine, due to new crankseals needing putting in.
it did the trick does run better, but im still missing power , it just seems real flat any ideas on what it could be, i have been told it could be a problem with too much fuel or too much oil how would i check
