Interesting. I'd be quite surprised if this controlled anything to the engine itself. Rather my guess is that this is a suspension preload setting adjustment of some sort. A picture would help me tell you further.
I had a similar problem. pull start worked no problem, and starter only sometimes. turns out the starting system as a whole (starter, old wires, solenoid etc) were drawing so much power that it wasn't allowing much for power for the coil and spark. it was too weak
No, the reverse light is only for reverse indication. If the light is coming on while riding in any forward gear there is a loose connection, probably where the reverse sender attaches to the transmission or the sender itself is malfunctioning.
