They normally will do that if you have lost the liner or pad, when you go to apply the brake becouse of no pad of drum liner brake pads travels to far before it reaches the rotor when it does get there, piston fully extended and it will lock the wheel

i would presume you have hyd front brakes? if so your return hole in your master cyc could be pluged.this would not let fluid to return to the resivouir. remove fluid and clean the tiny return hole on bottom of master cyc.Use comp air only
