Could be too much oil in the crankcase. Could be worn rings or other wear in your engine. Could be a clogged crankcase vent valve. Could be crappy oil (always use the highest graded oil that meets Honda specifications for your VTR 250.
Best place to get more information is at your local Honda Shop. If you haven't yet, you should go there and make friends with someone who works in the parts department. They will be your new BFFE.
