Typically on a KingQuad, the oil capacity is about 2.6 quarts.
A local mechanic should be able to do the work for a lot less than a dealership. Also, consider changing the transmission fluid. You should also get the oil and fluids checked for any metal shavings that could indicate a fault in the engine.

the 1999 king quad holds 3500ml or 3.7 quarts for oil change. 3600ml or 3.8 quarts with filter change.

it could be dry oil seal filter, cleane around the filter and check after the car warm up.

bad gas...caused carb contamination...probably water in the reserve part of the tank (which comes from ethanol separating in the gas...drain the tank (reserve side too)...open the drain screw on the bottom of the carb...re-fill and try again...

Either the seder unit is faulty or the wire has chafed and is shorting to chassis and earthing out.

Pull any error codes.
To retrieve fault codes:
With engine run/stop switch in the RUN position, hold odometer reset button while turning ignition switch to ON position.
Speedometer back lights wil come on, needle swings to top speed position, indicator lights will come on.
Release reset button.
"diag" should display in odometer.
Push and release odometer reset button. The letter "P" will flash (ECM/ICM info obtainable).
Record any error codes. If none are present, "NONE" will scroll across screen.
Press and hole reset button for more than 5 seconds to go to next mode ("S" = TSM/TSSM/HFSM mode).
When done with all modes, switch off ignition.
