If you are sure plugs are good, work your way back to the ignition coil, other end of spark plug cable, make sure all connections are clean and tight. if that is good next step is to test your coil, it may be toast

Check the coil. Disconnect the power wire and the ground wire. Connect a loose negative wire, and connect the positive direct on the battery. Take the plug out and put it in the cap and ground the spark plug. Hold the ground wire on the coil to a clean ground nut on the frame. When you RELEASE the Ground wire you should get a spark. If you don't, the coil needs replacing. If it does, you need to start working back, CDI, Fuses, Switch.
First make sure you have fuel in it then is the kill switch turned off? And pull in the clutch. Turn on the fuel valve-then choke. If it still won't kick over. Pull the spark plug and check it. If it is brand new it should fire up easly. If all fails try a few drops of fuel in the top of the head and replace the spark plug. Hope this works for you.
