The particular bike has a vacum operated fuel valve on/reserve and prime.. fuel will not flow if there is no vacuum applied. Should flow with no problem in the prime position. (Bypasses the vacuum portion) if there is no fuel flow than you definatly have an issue with the valve and or the pickup tubes inside the tank. Advise do not leave the bike in prime, although it may run the bike can not hold the constant fuel pressure and a leak or rich running condition will result
Is the petcock "on"? No, I'm not being sarcastic. The filter in the tank (fuel pump) may be clogged. Because you said you have no clogs in the tank, you may have a clog in the fuel line itself. If you take the line off the carbs, does gas flow? If yes, your carbs may be dirty, and the gas is not able to run through the jets properly.

It sounds like your carb might have some tarnish built up in it and the jets inside the carburetor are not letting enough fuel through. This is really common among generators and lawnmowers because they sit for so long unused. So what happens is, with the choke "on" you are reducing the amount of air allowed into the fuel/air mixture. As you move the choke to the "off" position, you are allowing more air into the fuel/air mixture but not enough fuel is not being allowed in the mixture so it runs too lean and stalls out. Also, don't use tools to clean the carb jets, they are usually made out of brass and a tool can scar the inside of them and create resistance for the fuel flow. Hope this helps!
