How many miles do you have? You probably need to have your oil pump alligned. They get out of wack and cause over oiling. I believe it caused by not being able to return oil efficiently. An evo tappet block alignment tool is now used to align the TC internal oil pump.

Don't mess with it. While it might be a "drain" plug, you don't take it out when changing oil. Basically there is no oil in the crankcases on a Harley, unless the oil pump check valve fails. And then when you fire it up, it'll blow all the oil trapped in the crankcase out the breather, and/or pump it back into the tank.
Hi, Leighanne oil leaking from your air cleaner is caused by oil carryover from the engine. For whatever reason, the breather system is not separating enough oil mist and air from the piston downstroke. There are cheap and quick easy fixes and there are more expensive ones. First, make sure your breather hoses are not dry-cracked-pinched if they are ok you can start by trying the following:
1. Run your oil level halfway between the add and full mark when hot.
2. Run oil breather lines from the head into a TEE fitting be low carb/induction module then a single line into a mini-filter or PVC valve under the frame.
3. Purchase Arlen Ness Super Sucker.
4. Replace umbrella valves and realign oil pump.
5. Replace piston rings and follow proper driving seating procedures
6. Upgrade the oil pump and cam plate.

Possibly too much oil in the system, try in any case running half way between add and full, OR plugged breather system if rocker boxes OR excessive compression blow-by in worn engine OR possibly badly plugged air filter OR

I'm assuming that your are talking about the crankcase breathers in the heads. As long as the breathers are not blocked and the engine can expel the excess crankcase pressure, you're fine.
Change the oil, oil filter and blow out the air filter.
Check tire pressure, dive shaft oilings, etc. standard according to user/owners manual.
Otherway to find out is to talk to your local motorcycle dealer, they are willing to divulge that info to draw new business...
