I can't say if it needs a battery. If the battery lacks sufficient charge, the motor will of course not operate. There is a circuit breaker to the motor. If it is not engaged, the motor receives no power, at any rate. And if a solenoid is defective, the transmission will not engage for either front or backward movement. These children's toys appear to have had a 30 day warranty on manufacturer's parts. It might be possible to get a part if you can determine the problem. The charger socket is at the back of the Lil rider under the top box. If you go online and type in Lil Rider there is a You Tube video showing assembly. At 7:30 mins in the seat is fitted and the presenter lifts the Bike and shows the charge socket. I don't think this is exactly the model you have but I would hope there is not too much difference.
