You would need to unplug both lines..
One line is for "gas" the other is "reserve"..
The tank has two wells onside..

Yes you probably need carb cleaning also its a good measure to drain the oil because if gas over time it does happen that gas will seep past the carb or carbs and into the cylinders and into the crankcase mixing with the oil.

Possibly a hole in the fuel line, fatigued carb diaphragm, stuck float needle. Make and model of your equipment you're referring too?! Makes it less of a guessing game.
