check the timing, spark plug.spark must be brownishin color if its not, adjust your air fuel mixture. try removing the air filter if it will work. if not, check if your compression.

My gilera stalker (49cc) may need an oil top-up. in fact, i can't see how much 2-stroke oil i need to put in, so it may be a lot. the question is, do i need to mix it with petrol or do i put it in...

There is a max mark on the 2 stroke tank visible through a slot in the fairing.
If you cant see that then fill with NEAT oil (no petrol) to within 2 inches of the top, this will last ages

Part of the engine that connects to bk wheel

u are better off replacing the whole engine bec in my exsperince u will spend around £200 pound fixing that u could pick up a another gilera runner engine for £150-£200 from ebay etc

think most bikes time from the statas plate behind fly wheel , bikes ive worked on have a woodruf key and the flywheel slides on that to stop fly wheel spining on crank

Power failure

if the engine is dieing, check that the spark plug has a cap that is sealed eg rubber boot around it.
if the revs are still there but the bike slows the trans belt is getting water in it check the trans gasket for sealing.
