I found that if I run 87 octane gasoline the engine accelerates up to full speed without the skipping and bogging down at any point it is running. It is worth trying. also try putting some "Sta-bil" fuel stabilizer in the gasoline - it has the ability to keep the carbureator cleaner. Not just during the time you are storing it, but rather all the time.

Assuming everything is back toether properly and was not the problem the frst place, remove the exhaust pipe to expose the exhaust ports to ensure they are not carbon block. Also check the exhaust it self for a spark arrestor screen that could hve been carbon fouled and clogged. Cannot free flow because of the problems noted above, you will not be able to run a two-stroke engine reliably.

Thats the reason for the bad performance. The automatic adjustments are having trouble due to the broken part. The engine is trying to compensate for the lack of a sealed system. You at least have a bad part that is accessible from the outside.
You can get a new part from the aftermarket or a used one from a Salvage yard.
YQou've pposted your Question in "mobility" scooters forum. The vehicle you are posting aboutt uses fuel. Generally we use electricity, Big Batteries. I lookd up your battery. http://www.monsterscooterparts.com/12-volt-ytx7l-bs-scooter-motorcycle-battery.html
Looks like a normal battery, it should be under the seat. Scooters makers somtimes put a storage compartment under the seat. So you must remove one of the side panels.
