SOURCE: Starter or solinoid?
I never heard of a starter solonoid coming with shims. Did you replace the starter or starter solonoid?
What engine do you have?

Ignition relay or fuse could be the problem. When you turn the key to start do you hear a fuel pump kicking on and or do you have spark when you hot wire the starter (I know it's hard to check while trying to start it)? You can email me back and I might be able to pinpoint it more.

My guess would be the anti theft security system. When this system starts to fail, it turns off the starter from the ignition. The fact that you can hard start it proves this. Check with a multi tester for voltage coming through the ignition switch lead wires + to switch wire - to ground you shoul get 12volt or higher, with the switch off you should have one live (feed from battery ), on you should have 2 or 3 in and out feed (possibly 2 out one for ignition one for light curuit), or disconnect the switch and check for continuity (12v battery wire and a bulb if you dont have a multi tester between each pin on the switch plug when turned on you should get a curcuit when on.
