2000 suzuki intruder 1500cc. With both decompression cables released, the front decompression lever feels like it is against something when I turn it by hand.

The rear decompression lever turns much further. On the front one, when I attempt to open it and crank the motor, I can feel it move as the cam opens the valve. On the rear lever, I can't feel it do anything when cranking the motor. Could something be broken with the decompression lever inside the cam cover?

2003 Suzuki Intruder 1500: What should compression be?

I found this for VL800

manual states 185 to 242 psi nominal compression for either VL 800 engine.

Add a dessert spoon of clean engine oil and do the compression test again. You also have to make sure the decompression system is working correctly.

Fuse box on 001 1500cc intruder

The fuses are under the chrome cover where you add oil.

under the cover left side by the seat it has a spare fuse on one side of it sould be 30 amp fuses

Check your battery connections make sure they are clean and tight.
Check your battery depending on how long you have had it, it may be time to replace it.

Front decompression cable missing

Replace the battery if it has any age on it. Sometimes batteries can test out good but can still not have enough juice to do the job. I went through a bunch of parts and even rebuilt the starter and what fixed it was a new battery. Don't buy cheap batteries either, this is another problem. Just pay the extra and buy a good battery from a motorcycle shop.
