The vacuum port is near the mounting flange, sticking out horizonally near the top on the right side just above the fuel inlet. This vacuum is used for the fuel pump or the fuel shutoff valve, otherwise it is plugged off.

Silly question, but are you sure you are getting gas through the line? Could the line from the tank be plugged? How about the tank port?
