Definetly a fuel issue in carb. You need to remove the carb and ensure that the pilot jet (in the float chamber at base of carb) is clear by carefully unscrewing it with a decent screwdriver.If it is clear then you need to be checking the float level in carb.
Buy a manual. It will save you money in the long run. When you say "From Scratch" do you mean a complete engine rebuild as well? If so you would be better buying a different bike and doing a rebuild in slow time. The only reason I say this is that, if you have you ask for advice in a forum before you have started, then you don't have the skills to do the job quickly.
fellow kymco owner here, id start off by looking for a locksmith to make up a key for you. they typically just break into the key lock, pull out the cylinder, and use the pins to aid in cutting a key. as soon as that is done, they will have a key done for you without destroying your locks. then as soon as your done, ask them to make 2 extra copies of your key and keep them spare somewhere. i keep one in my wallet, but the key head cut down smaller, and the other at home.
