Have you checked the the fuses? the ground wire connection? tested the power supply?

A couple things to check. I have an 02 S4, so I'm not just guessing here, also have a 99 750, anyway, check the kick stand switch and wires, Then make sure you have the right key and nobody has messed with it, do you have the red key? Make sure it is in neutral. It will not start in gear with the kickstand up. has to be in neutral. The disabler will shut down the entire bike, you will get nothing. So i am assuming it is the kickstand switch or the kill switch. Check them out.
I would check your connections and grounds. I would check the voltage of the battery with the bike off and then compare it to the voltage when the bike is running to see if the battery is charging. Your may have enough voltage to run lights but not enough amperage to crank. Is the new battery full of acid? silly question but I have seen this happen before, the guy puts the wrong amount in it.
Check your fuses too. I would verify that its charging before trying to chase down any current draws of shorts.
Got gas? Got water in the gas? Drain the carbs and fuel line. Check for spark. If no spark then check again with a new plug. Is the kill switch on? Does the side stand have a kill switch? Is it working properly? Tip-over kill switch on your bike? Check the operation of the ignition switch and all kill switches with a volt ohmmeter. Are all wires clean and with a solid connections? Check the loom. Any abraded wires? Is the bike in neutral and the neutral light is lit up? If no neutral light, check the neutral switch and neutral switch wire on center casing. With a little luck this will get you back on the road.
Needles stuck indicative of instrument cluster complete failure. Cause unknown. This is second instrument cluster that has failed on this bike, first one failed at about 3000 miles, twenty-two months ago. This "new" one died in mid May 2008.
Received word from Ducati North America that they will accept the warranty claim for the toasted instrument cluster!!!
Am still concerned about cause...this is second instrument cluster for this S2R800. Seems to be an issue prevalent on some of these late model Monsters.
Will update more after instrument cluster gets in and replaced by Bloodworth Ducati in Nashville.
