I believe that the Main Fuse is rated at 10 Amps, though, I could be wrong. What is the rating of the fuse beneath the seat supposed to be?

To my knowledge, there are no onboard electrical/electronic components capable of shorting and blowing the fuse with out blowing any of the secondary fuse. The main fuse could possibly blow due to a short in the wiring or an exposed/frayed wire touching the body. The three most likely areas would be:

Using a 15A fuse in place of the 10A fuse is not going to harm your bike's electrical system. The wiring for the fan is no smaller than the wiring found in the other circuits that are protected by 15A fuses.
If you want, you can take the fan motor apart and apply fresh grease to the bushing on each end of the motor shaft. This should restore its performance and reduce the start-up current draw.

On the LH side of the bike, under your cover plate should be the RED positive lead from your battery. That connects to the starter relay. This should be a small box, roughly 2 by 2.5 inches, with a plastic cover plate on top. If you pull back the cover you will expose the main 30A fuse. There is also a space to hold a spare in this same part. There may not be one in there, but that's what the second fuse slot is for.

Many thanks. I found the problem, which was a loose connection behind the headlamp that was arcing to earth when the headstock was turned to the right. All fixed and enjoying being back in the saddle.
