If you let the bike sit and idle for about ten minutes and the cooling fan doesn't come on, it usually means your radiator fluid is low. The sensor to turn on the fan sits at the top of the radiator. unschrew the plug,put your finger tight in , and turn the ingin few times - see or smell gasoline on the finger. if not : cleen the caburator - eg. the fulesystem.
You probably have a broken wire in the main harness were it wraps around the frame neck( That is why it is affected by turning the bars.) You will need to isolate the bad wire and solder a new one in it's place to bypass the break.
