Troubleshooting starting system on 2000 yamaha waverunner

all connections under the hood (that I can see) clean and connected
start code reset-done

PROBLEM:
dead man is engaged, I hit the start button, ''start'' shows on the display but no solenoid click, no engaging of the starter, nothing
