This Yamaha 9.9 4 stroke is an outboard engine, it seems the carburator fuel level in the float chamber may be too low & probabely the primary jet is semi clogged, its time for the carburator clean up.

A cold engine needs more fuel to run. The choke helps this by blocking the normal air flow.If you can get your hand over the carb intake try one finger at the time untill it will warm up. If it will just idle let it idle till it gets warm. The choke is so you can hope on and ride right away.
