I Dont think its broken how to fix or trouble shoot its just whinning when i turn key

It sounds as though you have a problem with the starter inhibitor switch on the transmssion.
Bridge the terminals on the inhibitor and then see if that solves the problem to start with, then if so, you need to either adjust the inhibitor or the gear shifter.
From the sounds of it though, there may be a cable adjustment possible on the gear shifter.

First a couple of questions. 1. How old is the battery or has it been replaced? 2. Do you have a lot of electronics in your vehicle? Most importantly what is the cold cranking amp rating of your battery? The CCA rating is stamped on your battery and for your F150 varies quite a bit in choices if you have added electronics, leave your phone or gps plugged in or your radar detector ect. The colder the temp the more cranking amps you need and the problem is compounded with any extra load or if your battery was replaced with one with less CCAs. Your F150 could probably use a battery with a least 875 CCAs. More if you have lots of electronic stuff. If you live in the far north where the temps are routinely that cold then you should consider a fluid circulation pump known as a block heater that plugs into an ac outlet to keep your engine warmer and prevent freezing and thick oil problems especially if you have to park outside. if you hear clicking at the starter solenoid,then hit the starter with a hammer a few times,if it turns over a little,then either replace the brushes in the starter which is about $20.00 or buy a new rebuilt starter for about $90.00

You could be right, it may not be the battery, but something to consider.
In cold weather the damand on the battery to turn and start the engine is much higher than in warm weather.
Often people buy a replacement battery without knowing what the minimum, "cold cranking amps," rating is for their car. And often there's no sign of any problem. But, when the weather turns cold not having the minimum cold cranking amps is now a problem.
Just as a procautionary measure, you could read the cold cranking amps rating on your battery, and then call any parts store to see what battery is called for as a replacement. This could prove very helpful.
Something else that may be helpful to you.
1. You could check on your battery to see if it is a maintenance free battery.
If it's not maintenance free, you should have the levels in your battery checked. If the levels are low it will prevent the alternator from charging the battery up to its peak level.

Make it easy on yourself in the fuse engine juction box you will see a starter relay open the cover and exposed the relay. (this will be your starter test tool. Just make sure you are in gear the e brake is on wheel block when you collapse the relay the starter should engage key on or off.
