the float pin is stuck or has some dirt in it. try tapping the side of the float bowl(s) with the handle of a screwdriver... not hard enough to break it. if that doesn't work you will likely have to take the carb apart and clean it.

This is for a 2000 400/640 ignition for KTM 640 lc4-e. Looking from the perspective of rider seated on motorcycle we have the following colour coded wires going from left to right.: 1. r/w (red/white) 2. bl (blue) 3. o (orange) 4. g (green) 5. ge (Yellow) .6 g/s. If you haven't used it for a year, I'd drain the gas and replace with fresh. Also since you found some dirt in the jet, I'd throughly clean the entire fuel delivery system, from the tank to the carb,,inline filter replace etc. Take the carb apart and soak in carb cleaner, then blow out, blow jets as well, and it wouldn't hurt to replace the needle valve seat. Next, make sure you are getting good spark. If you have the proper fuel/air mix and spark properly timed, your engine should start right up! Good Luck, Hope this helps!
