Not much point replacing the fuel pump until the supply and ground has been checked and found to be ok.
Gauge sender might share the same ground...

If the fuel gauge sender and fuel pump share the same space, replacing the pump provides the ideal opportunity to test the gauge unit with an analogue ohm meter.

That won't affect the fuel gauge. Different circuits, entirely. Any issue with the fuel gauge is between the gauge on the dash, a little wiring to the gas tank, and the sender unit inside the tank. In most cases, the problem turns out to be the sending unit inside the tank.

To check the gauge itself for working, you can ground the fuel gauge wire at the gas tank connector, and watch for movement on the gauge, with the key in ON. You take the connector off at the gas tank, find the wire for the fuel level sender (or gauge), and touch it to a good ground- a metal piece on the car frame. If gauge is good, the needle will move either to full or to empty, but you can see the needle move to a new point, when you (temporarily, only temporarily) ground the fuel gauge wire. The key in the switch must be in on. If this causes the needle to move, then the dash gauge is good, and the problem is the sender unit in the tank. This unit has a variable resistor, not too expensive. The fun is getting to it.

If you're sure that all fuses are okay, it's probably the sender unit at fault.

The sender unit is part of the fuel pump which, on most cars, is in the fuel tank.

However, also check the wiring that goes to the fuel tank - you should be able to see the wiring on the TOP of the fuel tank - the connections.

It's unlikely to be your fuel gauge at fault - probably the sender unit.

There might be but it is unlikely a fuel gauge is fused alone; usually if it is a fuse other things will stop working too but I suggest you are guided in this matter by your car handbook.

Problem is probably wiring and in particular the grounding of the fuel tank sender unit. It could be a faulty sender but they are usually quite reliable.

Test by disconnecting the wire from the sender unit at the fuel tank and short to a good ground and the gauge should read full. If the gauge wire is in a block with other wires it will be necessary to positively identify the gauge wire before testing.
If the gauge reads refit the wire and duplicate the ground wire to a known good ground. If the gauge still reads the fault is a bad ground to the tank sender unit and if it doesn't the sender unit itself is probably faulty.

If grounding the gauge wire does not produce a reading the fault is the wiring to the tank, the supply to the gauge or a problem with the gauge itself.

For a 2008 Touring bike with the ignition switch turned to IGNITION the fuel gauge is connected to +12 volts. Current flows through the gauge and the variable resistor in the fuel gauge sending unit to ground. The sending unit float controls the amount of resistance in the variable resistor. Inoperative gauges may be caused by several different circumstances: the sender or fuel gauge may not properly or sufficiently grounded; there may be a malfunction in the sender or in the fuel gauge; there may be a broken or disconnected wire from the ignition switch to the fuel gauge; there may be corroded connections at the fuel gauge.



Test the fuel gauge system by FIRST removing the gauge, THEN ground the fuel gauge sender Y/W wire located at the bottom of the gauge, turn the ignition switch to IGNITION and the fuel gauge must indicate FULL in which case it is functioning correctly in which case set a multimeter to the RXI scale and measure the resistance of the sending unit by placing one probe on (Y/W) and the other probe on the motorcycle ground or bare chassis point as a ground. If the fuel tank is full the reading should be 30-50 ohms while an empty tank should have a 240-260 ohm resistance value and a half full tank will be approximately 125-165 ohms. If a very high resistance or infinity is indicated on the meter, the sender may be "open" or not grounded. Check that the sender and the fuel tank are both grounded by placing one probe of a Multi-Meter on the sender flange and the other probe on the engine crankcase. The meter then must indicate one ohm or less. Replace the sender if one ohm or less was present and if a higher resistance is present, check for a poor connection on the ground wire.

If when the gauge did not indicate FULL when the fuel gauge sender Y/W wire was grounded with the ignition switch at IGNITION check the voltage to the (O/W) (+) and (BK) (-) wires of the fuel gauge connector and a correct reading will be equivalent to battery voltage. If battery voltage is not present check for a broken or disconnected wire. Replace gauge if wiring problem is not foun

The fuel level indicating system is a magnetic type system, which consists of the sending unit located in the fuel tank, an anti-slosh module located on the back of the instrument cluster, and a fuel gauge located in the instrument cluster. The sending unit changes resistance according to the level of fuel in the fuel tank, which varies the current flow through the gauge.The pointer position varies proportionately to the current flow. In this system, the sending unit resistance is low (22 ohms) when the fuel level is low and high( 145 ohms) when the fuel level is high. The pointer of the magnetic gauge remains in position when the ignition is turned to the Off position. On some models, an anti-slosh module is used to dampen out fluctuating fuel signals from the sender. Some vehicles are equipped with a low fuel warning indicator. The anti-slosh module will also actuate the low fuel indicator when the fuel level in the tank reaches 1/16 to 1/8 full.


Do your other gauges/warning indicators work properly with the ignition on? If not, check for power at the fuse panel/fuses.

If they do then partially remove your cluster with connector still installed and check for voltage at cluster connector and gauge. Check continuity of cluster and gauge for ground.

Sometimes the anti-slosh module (if installed) goes bad in the Grand Marquis but not likely.

Sender troubleshooting:

1. Perform test with resistors as follows:

1. Disconnect wiring connector at sender unit, then connect resistor between gauge lead and a suitable ground.
2. Turn ignition switch to On position.
3. With 145 ohm resistor, the gauge pointer should contact the Full mark.
4. With 22 ohm resistor, the gauge pointer should contact the Empty mark.

1. Perform test with fuel sender of known quality as follows:

1. Turn ignition to Off position.
2. Disconnect wiring connector from sender and connect it to test sender.
3. Move float rod away from fuel filter against Full stop position. Wait approximately 30 seconds, then turn ignition switch to On position. The gauge should read on or above the Full mark.
4. Move float rod toward fuel filter against Empty stop position. Turn ignition switch to Off position. Wait approximately 30 seconds, then turn ignition switch to On position. The gauge should read on or below the Empty mark. If gauge works properly replace sender, which involves dropping fuel tank.
   

Turn the ignition on and off several times before inspecting the gas tank because a blown fuse is the usual cause for fuel gauge malfunctioning. If the gauge remains motionless, check your fuse box and determine the fuse's location using your service manual.
Replace the fuse if the link is broken or damaged. Then, inspect the gauge's wire connections for cleanliness and make sure the wires are connected.
Turn the ignition switch to the "off" position. Attach one end of a jumper cable to the fuel-gauge terminal behind the gauge itself. Attach the other end to the ignition terminal.
Replace the sender unit in the gas tank if the gauge reads full and your car does not have a full tank. Replace the fuel gauge if the needle remains inoperative.

It might not be anything wrong with your fuel sending unit. Keep an eye on your other gauges. I own a 2004 Pontiac Bonneville GXP. All of my gauges have started acting erratically. It started with my Temp. gauge, moved on to my speedometer, and now my oil pressure , fuel level and batty volt gauges are affected too. Its a very common problem with GM vehicles.
