Hi there the starter relay, better known as the solenoid is what kicks the starter in to crank the engine. the fuel relay is what kicks the fuel pump on and off. if you hear a noise back by the tank when you turn the key on then the pump is working. if it won,t crank then it could be the battery, battery terminals or the starter solenoid among other things hope this helps ya

still won't crank ? how's your battery ? starter ? starter solonoid ? if your engine does'nt crank , its dead ! would'nt you check the battery first ? then move on with checking the starter circuit ? seems like your putting the cart before the horse ! first of all, when you run out of gas, you need to replace the FUEL FILTER, your engine just sucked the dirt, garbage, etc., out of the tank. there's plenty of sediment in the tank, don't know how it gets there, but, you'd be surprized ! talking threw experience !!! I operate heavy equipment, its a cardinal sin to run out of fuel !!! you say you replaced the inline filter, which one, up by the engine or the main filter, under vehicle along frame ? are we talking about the same animal, PLEASE CLARIFY !
No assumptions. Diagnose problem. Pinch off the fuel return line. Check fuel pressure--I don't wanna!PITA! The fuel pump won't run if the fuel filter is plugged up. Toyota's have a gas tank drain plug!!!!!!!!! My '84 takes a 3/8 " ratchet. Cool.
There may be a fuel pump relay that is toast, but I suspect the filter, off hand. A plugged filter will overwork the pump and cause the engine to run rich.
Overtime, JeepGrandCherokee fuel tanks develop rust and accumulate sediment. This is especially true if the tank sits empty for a period of time. Rust and sediment can break loose and cause clogged filters. When the filter is clogged, the engine does not receive the amount of fuel required to operate. The fuel tank can be cleaned out; however, replacing the tank is easier.
1 Apply the parking brake.
2 Remove the gas cap.
3 Remove the fuel pump relay from the power distribution center under the hood. Look at the underside of the power distribution cover, and locate the fuel pump relay.
4 Attempt to start the engine, cranking the engine for several seconds.
5 Turn the ignition to "Off." Install the fuel pump relay.
6 Disconnect the negative cable from the battery.
7 Lift the fuel tank into position, using the jack.
8 Attach the fuel filler hose and vapor return hose to the fuel tank.Tighten the clamps with a Phillips screwdriver.
9 Pivot the fuel tank retaining straps into position. Tighten the fuel tank retaining strap nuts with a socket and ratchet. Lower the jack.
10 Connect the fuel pump electrical connector, the fuel filter line and the fuel return line. Push the fuel line retainer into the chassis.
11 Raise the heat shield. Install the mounting bolts. Tighten the mounting bolts with a socket and ratchet.
12 Install the tow hooks or trailer hitch, if equipped.
13 Lift the skid plate into position with the jack. Tighten the skid plate mounting bolts with a socket and ratchet.
14 Attach the electrical service connector to the bumper with a socket and ratchet.
15 Raise the jack and remove the jack stands. Slowly, lower the vehicle.
16 Pour the fuel into the gas tank. Connect the negative battery cable.
If you haven't replaced the fuel filter in the last year or so, do it now-basic maintenance.
Check if the pump is working by turning key to ON (not crank), and listen for the pump in the tank to come on for a couple of seconds. Should hear a short hum or buzz verifying tank is working. If you don't hear it come on, either the pump is bad, or power is not reaching it. May have to pull the pump connector off at tank, and check for 12 volts on pump wire when someone cranks the car. If power there, the pump must be bad. If no power there at pump, check fuses for pump and fuel pump relay.
Check your fuel filter if it needs replacement. Empty it out then connect it back. Try to start it again. Inspect the fuel filter if it filled with gasoline. Check if there is noise at the fuel tank to check if the pump is working. If it did not, inspect the fuse for your fuel pump and the relay. If both are good you may connect the fuel pump directly to the battery to see if it works. It may be a bad wiring.
the relays are quite dependable now a days, check the fuse for the fuel pump in the fuse panel under the dash if the fuse is good then the relays are under the hood in a large relay box.you can interchange the relay with another relay that is the same as long as the relay is not used to run anything to allow the car to start.this will eliminate the relay.if the fuse is good you can just go from there to have someone bang on the fuel tank near were the fuel pump would be(middle of the gas tank),while someone tries to start the car,if it starts then it is the fuel pump that needs replacing and you won`t have to bother with the relay in the second step mentioned above.also the fuel filter could be plugged but you should hear the fuel pump working first.also just because you hear the fuel pump working it doesn`t mean that it is pumping at the correct fuel pressure
